EIT Culture & Creativity has partnered with the French public investment bank Bpifrance to shift the creative sector from relying on grants toward securing private investment. Despite accounting for 5.3% of EU GDP and 8.7 million jobs, the industry often lacks the capital needed to grow.

This collaboration aims to replicate Bpifrance’s national success, having distributed €10 billion to French creative businesses since 2020. The plan is to create a European investment vehicle for sectors including Cultural Heritage and Fashion. This aligns with the upcoming AgoraEU Programme which has earmarked €500 million for the 2028–2034 period. It signals that creative industries are being treated as strategic economic infrastructure rather than purely cultural assets.
